1.0

Water Supplies quantities shall be determined with the use of the fire codes including the QCD Particular Requirements and the NFPA.

Water supplies shall be secure and dedicated for fire protection use only.

 

3.0

Fire Protection water storage tanks shall be constructed of non-combustible materials. They shall be constructed with compartments that allow maintenance without impairment to the system. Each compartment shall be not more than 50%.

Each compartment shall have its own independent automatic supply inlet.

 

Tank Construction

4.0

The net effective capacity of the tank(s) shall be sized to meet the minimum duration of flow for the fire protection systems determined in accordance with the applicable codes.

The net effective capacity of the water tank shall be verified on the fire protection plans of the fire safety submission. These drawings shall clearly indicate size and allowances for fittings, freeboard, inlet pipe arrangement, overflow pipe, suction pipe and fittings, any allowances and the clear volume of water available for use by the fire protection systems.

The effective capacity shall also be clearly indicated on the tank in lettering of a minimum height of 100mm.

 

Capacity

5.0

Each water tank shall have the following minimum attachments.

- Automatic infill such that the tank may be refilled from empty within a time period of 6 hours. In case it shall not be less than the size of the Kahramaa supply pipe.

- Visual water level indicator of non combustible construction

- Balance valve

- Drain valve having a minimum size shall be 80mm nominal diameter

- Suction connections

- Test return pipe(s)

- Overflow pipe of minimum size, one diameter larger than the inlet pipe

All pipe and other openings into the tank shall be fitted with devices to prevent the ingress of insects.

 

Attachments

6.0

Fire pumps shall be listed for service or approved by an authority acceptable t the Qatar Civil Defense.

Performance curves on which the system curve and duty point shall be submitted together with hydraulic calculations with the fire protection plans fire safety submission.

 

 

7.0

Fire pumps shall be sized and selected in accordance with the NFPA 20 to meet the single largest system demand.

1.0  The provisions of NFPA 101 Chapter 28 shall be applied to all Dormitory occupancies except as modified by the following Particular Requirements.

 

2. DORMITORIES WITH A HABITABLE HEIGHT LESS THAN 28m

 

2.1 Dormitories having a habitable height of 28m and less shall not require sprinkler protection provided all of the following conditions are met.

 

-         All other provisions of NFPA 101, Chapter 28 are met

-         The floor area per storey does not exceed 2,400sqm

-         The building construction type is Type II (111) or better

-         An automatic smoke detection system is installed throughout the building

-         Fire hose reels and portable extinguishers are installed throughout the building

-         Where access to fire escapes are through internal corridors, the building has a smoke control system designed to pressurize the corridor in accordance with NFPA 92A

 

2.2 Where a sprinkler system is required, the sprinkler systems may be limited to protection of the corridors and common areas subject to the approval of the Qatar Civil Defense.

 

3. DORMITORIES WITH HABITABLE HEIGHT GREATER THEN 28m ABOVE FIRE ENGINE ACCESS LEVEL

 

3.1 Dormitories having a habitable height 28m or more shall require an automatic sprinkler system designed and installed in accordance with NFPA 13 light hazard, for the corridors and common spaces only provided all of the following conditions are met.

- All other requirements of NFPA 101, Chapter 28 are met

- The building construction type is type is type II (III) or better

- The floor area per storey does not exceed 2,400 sqm

- An automatic smoke detection system is installed throughout the building

- Fire Hose Reels and portable extinguishers are installed throughout the building

Floor Plan – Labor Accomodation Building

 

 

1.

 

The proposed labor accommodation is categorically classified as dormitory occupancy in accordance with NFPA 101,Chapter 6 Section 1.1.8.1.4, 2006 Ed.

 

 

 Therefore the said labor accommodation shall be protected throughout by approved supervised automatic sprinkler system in accordance w/ NFPA 101 Chapter 28 Section 3.5.1, 2006 Edition.

But in accordance with CDD Fire Safety Standards (FSS) No. 1.6 dated June 28, 2008, installation of sprinkler system shall not be required provided that the following conditions manifested in the said FSS No.1.6 are met. Please see attached.

 

Please check and revise the drawings to comply with abovementioned provision.

 

The labor building’s occupancy type is corrected as dormitory as per comment. 

 

All conditions for exemption from sprinkler protection, as per CDD FSS No. 1.6, are met except for the floor area requirement per storey of not more than 2,400 sqm (typical floor area labor accommodation = 3,064 sqm.)

 

In compliance, sprinkler protection is provided on plan but limited to corridors and common areas of the building.

 

2.

Staircases at ground floor not provided by self-closing fire rated having at least 1-hr fire resistance rating. Please check and revise.

Also please replace 45 mins fire rated door of staircase into at least 1-hour fire resistance rating, Please check and revise. 

Please find revision of fire-rating of doors on plan, from F.45 to F.90 rating.

Please refer to  D-7 on sheet A-F-601 ( labor building schedule of doors), for door details.

 

3.

 

Fire resistance rating of lobby enclosure shall be at least 1-hr fire resistance rating. 

In this connection please indicate the fire resistance rating of double panel doors within the lobby and replace door rating of EE room & service room into 1-hr fire rating. All doors within the lobby shall be provided with self-closing devices. Please check and revise.

 

Please find revision of fire-rating of lobby enclosure and doors on ground floor plan. All doors within the lobby except main entrance door are revised to F.60 rating.

 

 

Please refer to D-1B, D-3, D-7 & D-8 on Sheet A-F-601(labor building schedule of doors) for door details.

 

 

 

4.

Exit discharge of stairs 1 & 4 shall be directly outside the building, Please check and revise.

Ground Floor Plan is revised, exit halls along grids 8 & 9 are provided to serve as direct access outside for Stairs 1 & 4.

 

Exit halls at the front of the building are relocated along grids 2 & 3. Refer to Sheet A-F-201.

 

5.

 

Since the proposed labor accommodation is classified as dormitory occupancy, the travel distance from the corridor door of any sleeping room to the nearest exit exceed the allowable maximum distance of 30m for non-sprinklers system. Please check and revise.

 

Also please revise the noted travel distance to fire exit enclosure indicated on the plan.

 

Since the labor accommodation is protected by automatic sprinklers at the corridors and common areas (dining hall, function room & laundry), the required maximum travel distance to nearest exit is changed to 61 m.

Reference:NFPA 101-29.2.6.3.3.1

Travel distance from the corridor door to the nearest exit shall not exceed 61 m

where the exit access and any portion of the building of the building that is tributary to the exit access are protected throughout by an approved, supervised automatic sprinkler system.

 

 

6.

Egress capacity factor used for labor accommodation is not in accordance with NFPA 101. Please check & revise.

As per NFPA 101, changes were made to stair width factor value of 7.6mm per person from 8mm. Refer to sheet A-F-202.

7.

Separation walls and openings between office and store area shall be at least 2-hours fire resistance rating. Please check and revise.

Please find revision of wall and door fire-rating on plan, (Sheet B-F-201); from 1 hr. to 2 hr fire resistance for walls & from F.20 to F.120 for doors.

Also refer to store building schedule of doors B-F-601 for office door details.

8.

Please indicate the hazard occupancy classification and commodity classification of store area on plan.

Store Building is classified as Ordinary Hazard  (Group 2) Occupancy assumed to hold commodity classes I, II, & III.(reference: NFPA 13 Chapters 5 & 6)

Please find classification indicated on Sheet A-F-102.

9.

Sleeping room or bedroom’s door and exit doors shall be provided with fire-rated self-closing device. Please confirm and indicate on plan.

Please find the remarks on General Notes #  3.

Refer to D-2 on Sheet A-F-601 (labor building schedule of doors), for door details.

10.

Store’s door of labor accommodation shall at least be  ¾ hours fire resistance rating equipped with fire rated self-closing device. Please check and revise.

Please find revision of store door’s fire rating on plan, from F.20 to F.45 fire rating.

Refer to D-2 on Sheet A-F-601 (labor building schedule of doors), for door details.

11.

Please indicate the location of fire pump, fire water tanks storage and emergency generator room on the plan.

Please find location of fire pump, fire water tanks storage, & emergency generator room on Sheet A-F-101, Site Layout Plan. Detailed plan of emergency generator room can be found in Sheet C-F-101.

 

12.

It has been noted that the location of fire alarm control (FACP) is inside the EE room. Hence, please relocate FACP into 24/7 monitoring station or manned. Please check and revise.

FACP is relocated outside the EE room. Please find revision on sheets A-F-201 & A-F-202.

 

 

 

13.

Please indicate the type and extent of provision of hydraulic hosereels. Sprinkler systems, wet and dry rising mains and other fire extinguishing systems on plan.

1.

In NFPA 5000, Section 3.3.399, Mezzanine is defined an intermediate level or levels between the floor and ceiling of any storey with an aggregate floor area of not more than one-third of the area of the room or space in which the levels are located, and having sufficient elevation that space for human occupancy can be provided on the floor below. In the above-mentioned definition, the mezzanine floor on the drawings is considered as floor.

Since the existing building has no sprinkler system, single exit shall be permitted to each floor only where the total travel distance to the outside of the building does not exceed 100ft (30m) and where the exit is enclosed in accordance with 7.1.3.2, serves no other levels, and discharges directly to the outside, as per NFPA 101, Chapter 39 Section 2.4.4, 2006 Edition. Please check and revise.

 

2.

It has been noted that on the drawings that the whole building are protected by C)2 and dry powder fire extinguishing system.

Complied. To have a safe direct access of the pump room we move the location of the access manhole along the pavement (See ground floor plan).

We confirm that the two Fire Tanks located at 1st & 2nd basement shall comply with QCDD-FSS 2.1 with regards to its construction, capacity and attachments. We also confirm that the Fire Pumps shall comply with NFPA 20. (See General Notes Nos. 7 and 8 on sheets F-A202 and F-A203)

 

2.

Provisions for sprinkler, alarm & detection and other f ire protection systems as shown and reflected on the plans shall be deleted from the drawings.

Layouts and details shall be shown in the Fire Protection Plan, and only a declaration of the type, extent and the kind of system used shall be made on the Building Plan.

Also, we declare that the two Fire Tanks located at level-3 basement shall comply with QCDD-FSS 2.1 with regards to its construction, capacity and attachments. We also confirm that the Fire Pumps shall comply with NFPA 20. (See General Notes Nos. 7 and 8 on sheets F-A201)

 

 

3.

Landing valve shall be located in its order of priority: the landing valve shall be located in the required protected lobby. It can be positioned in such a way that accessibility of occupants will not be affected.

Complied. We locate the landing valve for typical floors inside the protected lobby / hallway.

 

4.
